"Modernisation, Development and Capacity Building of Master Curriculum in Traffic Safety in Asian Universities" (ASIASAFE)


1. Background and overview of the project

It is estimated by WHO (World Health Organisation) that annually road traffic accidents kill about 1.3 million people and disable more than 50 million people worldwide. Most victims occur in low‐medium income countries. Further, road traffic accidents are the leading cause of death among young people worldwide, besides it is a social (pain and suffering), economic and health problem. Vietnam is one of the countries with a high rate of road traffic accidents, deaths and injuries compared to the world and the region.

Faced with the above situation, the Ministry of Transport issued Decision No. 419/QD-BGTVT dated March 18, 2021 on approving the implementation plan of the National Strategy to ensure road traffic order and safety in the period of 2021 - 2030 and a vision to 2045 with the goal to annual reduce 5 ÷ 10% of deaths and injuries from road traffic accidents in a sustainable way. In particular, the content of human resource development is emphasized to ensure accessibility and successful application of the achievements of the Fourth Industrial Revolution in the field of traffic safety.

University of Transport and Communications (UTC) is the first and unique university in Vietnam to date that has been assigned by the Ministry of Education and Training the task of organizing university-level training in traffic safety engineering. With 15 years of experience in training and intensive research in the field of traffic safety, supported by the Ministry of Education and Training and the National Traffic Safety Committee, the University of Transport and Communications was selected by the European Commission as one of the universities participating in the development of the Project "Modernisation, Development and Capacity Building of Master Curriculum in Traffic Safety in Asian Universities – ASIASAFE". The project has been approved for funding in the Erasmus+ Program on Capacity Building for Higher Education (Erasmus+ CBHE) of the European Commission with the following basic information:

Duration of the project: 03 years from Jan 2021 to Jan 2024.

Total grant amount: 989,770.00 Eur.

Estimated budget for UTC: 86,825.00 Eur.

           ASIASAFE includes 9 partners:

           - Linköping University (LiU), Sweden (grant holder and project coordinator of the project)

           - The University of Rome Tor Vergata (UNITOV), Italia

           - The University of Porto (U.PORTO), Portugal

           - University of Gadjah Mada (UGM), Indonesia

           - Universitas Muhammadiya Yogyakarta (UMY), Indonesia

           - Malaysia University of Science and Technology

           - Universiti Malaya (UM), Malaysia

           - University of Transport and Communications (UTC), Vietnam         

           - Nguyen Tat Thanh University (NTTU), Vietnam

2. Project objective and key outcomes:

Project objective:

- To develop, adapt and implement a modern Master curricula, either diploma or a full master programme, in the field of Road Traffic Safety within joint efforts between EU and ID‐MY‐VN partner Universities.

- To develop/offer specialised courses in traffic safety, for professionals, for certificates upon completion.

Project key outcomes:

           • Increasing the awareness of the traffic accidents problem in society in ID‐MY‐VN.

           • Different ICT will be incorporated in the new curricula for teaching and learning.

           • EU‐ASIA shared teaching materials in traffic safety – OpenCourseWare.

           • Mini video lectures (15‐45 minutes).

           • Webinars meetings and online seminars.

           • New pedagogical approaches, e.g. problem‐based learning (PBL).

           • Training the trainers (teachers/administrative staff/professionals).

           • Students and teachers mobility and training.

           • EU‐Asia (ID‐MY‐VN) Traffic Safety Network between universities‐stakeholders.

           • EU‐ASIA (ID‐MY‐VN) Road Traffic Accidents Data and Analysis.

           • EU‐ASIA (ID‐MY‐VN) Handbook of Best Standards and Practices in Traffic Safety with recommendations to policy‐makers.

           • Equipment to Partner Universities.

           • EU‐ASIA International Conference in Traffic Safety at the end of project.

           • Summer schools in traffic safety will be organised at partner countries in summer 2023.

           • Memorandum of Understanding (MoUs) signed between partners for continuous collaboration after project ends.
