The University of Transport and Communications meets the standard of a 4-star research oriented university according to UPM benchmarking system.

On August 18, 2020, University of Engineering and Technology - Vietnam National University, Hanoi (VNU) and ASEAN University Network (AUN) jointly organized the conference on University Performance Metrics (UPM), which firstly announced the quality benchmarking results pursuant to UPM and rated with stars for 30 higher education institutions in Vietnam and Southeast Asia. UPM is the result developed by a team of VNU scientists led by Prof. Dr. Nguyen Huu Duc - former VNU Vice President with the support from National Science and Education Program.

Developed with the goal of benchmarking the quality of higher education institutions in Southeast Asia on their adaptability to innovation requirements and the Fourth Industrial Revolution, the system UPM has developed a set of criteria and conducted data collection, quantitative analysis and assessment of universities on 8 categories and 54 indicators. In addition to the basic criteria of education and research, UPM is also interested in strategic governance, innovation and entrepreneurship, the elements of smart university and digital transformation, internationalization and sustainable development according to the approach of quality accreditation and star rating; supports benchmarking and identifying university quality comprehensively. Each criterion has its own benchmark and weight.

- Category 1: Strategic governance - 5 criteria, weight 6%.

- Category 2: Education - 15 criteria, weight 35%.

- Category 3: Research - 4 criteria, weight 20%.

- Category 4: Innovation - 4 criteria, weight 11%.

- Category 5: Innovation Ecosystem - 4 criteria, weight 6%.

- Category 6: IT Infrastructure -10 criteria, weight 10%.

- Category 7: Internationalization - 9 criteria, weight 6%.

- Category 8: Community Services - 3 criteria, weight 6%.

Based on the assessment results, UPM system rates the stars ranging from 1 to 5 for each category and the whole institution pursuant to research or application orientation.

Attending the conference, Prof. Dr. Phung Xuan Nha - Member of the Party Central Committee - Minister of Education and Training highly appreciated the philosophy and and viewpoint of the UPM ranking criteria, and praised Vietnam's universities for positively and actively participating in independent evaluation and ranking to have a basis for completion and renewal of the university's activities according to the provisions of Decree 99/2019/ND-CP on guiding the implementation of the Law on Higher Education .

As the unique university in the field of the country’s transportation and one of four technical universities in Hanoi actively participating in UPM benchmarking system 2020, the University of Transport and Communications was honored to be rated with 4 stars out of the maximum 5 stars for the institutional overall activities. In which, the fields of strong and outstanding activities of the university recognized by the UPM system include: education, strategic governance, innovation ecosystem and community service.

UPM's evaluation results once again affirm the reputation and quality of the university, and at the same time confirm the efforts and steady progress of the University of Transport and Communications in realizing the vision of becoming a multi-disciplinary university research oriented, asserting its leading role in Vietnamese transportation with reputation and quality of Asian standards.

At the announcement ceremony, Prof. Dr. Nguyen Ngoc Long – the UTC’s Rector, on behalf of the university, received the star rating result from Prof. Dr. Nguyen Huu Duc as well as acknowledged the independent and objective assessment of the UPM system on the overall performance of the university.
