UTC2 – A Strategic Bridge in Cooperation between the University of Transport and Communications and Lam Dong Province

Throughout its establishment and development, the University of Transport and Communications (UTC) has consistently identified the integration of education and training, scientific research, and the practical needs of local communities as one of its key strategic priorities.

With a tradition spanning more than 80 years, UTC has established itself as a leading higher education institution in transport, infrastructure construction, engineering, and technology. In particular, the University has been entrusted with important responsibilities in education, training, and research in modern railway systems, transport technologies, and advanced and intelligent infrastructure, contributing to the development of a highly qualified workforce to support the country’s strategic objectives.

Within this broader development strategy, the Ho Chi Minh City Campus of the University of Transport and Communications (UTC2) serves as an important focal point connecting the University with provinces and cities across southern Vietnam, the Central Highlands, and the South Central Coast. Lam Dong Province, in particular, offers considerable potential and opportunities for cooperation.

The relationship between UTC2 and Lam Dong Province is reflected not only in joint initiatives in education and training, human resource development, scientific research, and technology transfer, but also in the longstanding connections between the University and generations of students and alumni who study, work, and contribute to the province’s development.

Notably, UTC2 established an Alumni Liaison Committee in Lam Dong Province at an early stage, creating a strong network connecting the University with engineers, managers, experts, and professionals who received their education at UTC.

This network provides an important foundation for UTC2 to maintain close ties with the province, facilitate information exchange and expert networking, support student internships and employment opportunities, and promote cooperation between the University and government agencies, businesses, and employers.

Many generations of UTC and UTC2 alumni have worked and continue to work in government agencies, consulting firms, construction companies, and the transport sector in Lam Dong, demonstrating the University’s reputation, training quality, and practical contributions to the province’s socioeconomic development.

These longstanding relationships, built and strengthened across generations, provide a favorable foundation for UTC2 to further enhance its role as a bridge and promote increasingly substantive, comprehensive, and effective cooperation between UTC and Lam Dong Province.

Expanding Cooperation in Education and Training, Scientific Research, and Technology Transfer

Strategically positioned at the crossroads of the Central Highlands, the South Central Coast, and the southern key economic region, Lam Dong Province is facing both significant opportunities and new demands in developing transport infrastructure, urban areas, logistics, and key economic sectors.

In particular, investment needs in expressways, national highways, interregional transport corridors, traffic safety on mountainous and winding roads, landslide prevention, smart urban infrastructure, aviation infrastructure, coastal infrastructure, and green logistics are creating increasingly high demands for human resources, science and technology, and project management capacity.

Against this backdrop, cooperation between UTC—particularly its specialized units and UTC2—and Lam Dong Province is expected to expand further in three key areas:

First, cooperation in education and training and high-quality human resource development. Building on the University’s strengths in undergraduate and postgraduate education, short-term training, professional development, and the updating of knowledge in emerging technologies, cooperation will focus on enhancing the capabilities of local managers, engineers, and technical personnel. Priority areas include transport infrastructure construction, project management, infrastructure engineering, intelligent transportation systems, and infrastructure operation and management.

Second, promoting scientific research, consultancy, and practical problem-solving. The University will mobilize its experts, scientists, and laboratory facilities to conduct research and propose solutions to the province’s pressing challenges, including interregional transport network development, traffic safety on mountainous roads, landslide mitigation, sustainable urban development, climate change adaptation, and improved efficiency in infrastructure investment and construction.

Third, strengthening technology application and transfer and promoting innovation. UTC will enhance connections with local departments, agencies, project management boards, and businesses to advance research and the application of new technologies, digital transformation in construction and infrastructure management, intelligent transportation systems, and engineering solutions that support sustainable development.

Through these cooperation priorities, UTC2 will continue to strengthen its role not only as a provider of high-quality human resources but also as a trusted scientific and technological partner, ready to work alongside local authorities in addressing the practical challenges of development.

Promoting Government–University–Business Partnerships

Speaking at the event, Assoc. Prof. Dr. Nguyen Van Hung, Party Committee Secretary and President of UTC, and Director of its Ho Chi Minh City Campus, emphasized that the University’s development orientation is to align education and training, scientific research, and innovation with the practical needs of local communities and society.

Accordingly, expanding cooperation with Lam Dong Province will not only help leverage the University’s professional expertise, research capabilities, and technology transfer capacity, but also represent a concrete step towards implementing Resolution No. 57-NQ/TW on breakthroughs in the development of science and technology, innovation, and national digital transformation, and Resolution No. 71-NQ/TW on breakthroughs in education and training.

At the same time, this initiative will further promote the Government–University–Business partnership model, with a view to connecting resources, improving training quality, strengthening research capacity, advancing the application of science and technology, and generating outcomes with tangible practical value.

To ensure the effective implementation of the cooperation initiatives, the President called on the University’s units in Hanoi and its Ho Chi Minh City Campus to proactively coordinate with the Lam Dong Department of Construction in developing specific implementation plans. These plans should clearly define priority tasks, lead units, timelines, and expected deliverables to ensure that cooperation is substantive and generates practical benefits for all parties.

Building on a Tradition of Partnership to Create Sustainable Development

The working session and cooperation agreement signing reaffirm UTC’s commitment to working alongside Lam Dong Province in developing human resources, advancing science and technology, and building a modern infrastructure system.

For UTC2, the event also represents an important opportunity to sustain and strengthen the longstanding relationship established with the province over the years, particularly through its alumni network, professional networking activities, and cooperation with government agencies and businesses.

With its strategic geographical location, strong team of lecturers, experts and scientists, multidisciplinary academic programs, and extensive alumni network, UTC2 is well positioned to serve as a key coordinating hub and facilitate the effective implementation of cooperation programs between the University and Lam Dong Province in the years ahead.
