University of Transport and Communications Signs Memorandum of Understanding with Dassault Systèmes Vietnam

On the morning of May 27, 2025, the President of the University of Transport and Communications and the Executive Vice President of Dassault Systèmes, Chairman of Dassault Systèmes Vietnam, signed a Memorandum of Understanding within the framework of the signing ceremony for cooperation agreements between major French enterprises and reputable universities and businesses in Vietnam. The event was organized by the French Embassy in Vietnam on the occasion of the State visit to Vietnam by French President Emmanuel Macron and his spouse from May 25–27, 2025.

Following the initial meeting between Assoc. Prof. Dr. Nguyen Van Hung – President of the university – and Mr. Samson Khaou – Executive Vice President of the Group and Chairman of Dassault Systèmes Vietnam – on November 29, 2024, the two sides actively engaged in discussions and negotiations, reaching an agreement on cooperation and reporting to the competent authorities for approval to sign the MoU during the French President’s visit to Vietnam.

Dassault Systèmes Vietnam is the official branch in Vietnam of Dassault Systèmes (website: [www.3ds.com](http://www.3ds.com)), a member of Dassault Groupe (France), with a market capitalization of approximately 50 billion euros. Dassault Systèmes is currently a world-leading technology corporation in the field of digital transformation, playing a pioneering role in key sectors of the modern economy such as aerospace, high-tech industries – semiconductor technology, transportation, smart infrastructure and urban development, maritime, energy – industry, and life sciences – healthcare.

Attending and witnessing the signing ceremony on the French side were H.E. Eric Lombard – Minister of Economy, Finance, Industrial and Digital Sovereignty; H.E. Julien Guerrier – Ambassador of the European Union to Vietnam; and Mr. Rémy Rioux – Director General of the French Development Agency.

On the Vietnamese side, attending and witnessing the ceremony was Ms. Phan Thi Thang – Deputy Minister of Industry and Trade.

From the Ministry of Education and Training, attendees included Mr. Nguyen Tien Dung – Deputy Director General of the Department of International Cooperation, and Ms. Nguyen Thi Minh Tam – Head of the International Relations Division.

From Dassault Systèmes, attendees included Mr. Samson Khaou – Executive Vice President of the Group and Chairman of Dassault Systèmes Vietnam; Mr. Ding Minh Chee – Regional Commercial Director for ASEAN; and Mr. Lo Van Ba – Country Director in Vietnam.

From the University of Transport and Communications, attendees included Assoc. Prof. Dr. Nguyen Thanh Chuong – Secretary of the Party Committee and Chairman of the University Council; Assoc. Prof. Dr. Nguyen Van Hung – President; Assoc. Prof. Dr. Le Hoai Duc – Vice President; and leaders of the Department of International Cooperation and Research Development.

At the event, nine bilateral cooperation agreements in various fields were signed and exchanged.

The Memorandum of Understanding between the University of Transport and Communications and Dassault Systèmes Vietnam was mutually agreed and signed with the shared objective of developing human resources, conducting research, and advancing technology applications in strategic industries aligned with Vietnam’s national priorities on digital transformation and sustainable development, while also contributing to strengthening the relationship between Vietnam and its comprehensive strategic partner, the French Republic.

Within the framework of the Memorandum of Understanding, the two parties will implement activities for human resource development and training; carry out collaborative research and development initiatives focusing on applied research projects in key areas such as high-speed rail, urban transportation, smart infrastructure, and cities; promote the innovation ecosystem and talent supply; and transfer and apply Dassault Systèmes’ technologies, such as semiconductors, into the university’s teaching and research programs.
