Signing ceremony of cooperation agreement between University of Transport and Communications and Vietnam Air Traffic Management Corporation

On January 25, 2024, at the University of Transport and Communications, the University of Transport and Communications (UTC) and Vietnam Air Traffic Management Corporation (VATM) organized the signing ceremony of cooperation agreement between the two parties with the goal to promote strengths in each side's fields of operation to enhance cooperation and support, working together towards long-term and sustainable development.

Attending the Signing Ceremony, on the UTC's side, there were Prof. Dr. Nguyen Ngoc Long – President, Assoc. Prof. Dr. Le Hoai Duc - Vice President, representatives of leaders of faculties and departments.

On the side of VATM, there were Mr. Le Hoang Minh - Chairman of the Management’s Council, Mr. Hoang Manh Tan - Member of the Management’s Council, Mr. Ho Sy Tung - Deputy General Director and the representatives of leaders of Technical Board, Personnel Organization – Labor Board, Planning – Investment Board, Corporation Office, Flight Management Professional Training Center and Flight Management Technical Company Limited.

The cooperation agreement between UTC and VATM is established on the principles of voluntariness, equality, mutual benefit, and in accordance with the provisions of law. This is the basis for implementing development cooperation between VATM and UTC. Each party is responsible for directing its relevant agencies and units to develop cooperative relationships in each field and type of training, consistent with the functions and tasks of each party.

Speaking at the Signing Ceremony, Prof. Dr. Nguyen Ngoc Long believed that UTC as the leading institution in the country in the field of transportation, along with a team of scientists having experiences through cooperative activities will open up many opportunities and prospects for both sides, contributing to the sustainable development of Vietnam's transportation industry.

At the Signing Ceremony, Mr. Le Hoang Minh - Chairman of the Management’s Council emphasized: As one of three important departments along with Air Transport and Airports that make up the Vietnam Aviation Industry, VATM is a unit under the Ministry of Transport with the responsibility of providing services to ensure safe, coordinated and efficient flight operations for civil aircraft in Vietnam's flight information zones. In addition, VATM coordinates closely with military units and air traffic management agencies of countries in the region, promptly detecting and correcting unplanned or illegal flight activities, violating flight regulations, maintaining the security of the Fatherland's airspace. VATM always makes constant efforts to improve professional capacity, technology, and facilities to meet the increasing requirements of the aviation industry in the context of international integration.

Mr. Le Hoang Minh hopes that UTC will accompany VATM in the process of improving the capacity of officials and employees; providing highly qualified human resources and closely coordinating in the fields of science, technology and investment; thereby contributing to improving the quality and efficiency of flight assurance activities, meeting the needs and requirements of the transportation industry and the country. VATM commits to always actively coordinate, contribute to training orientation and provide additional resources for UTC's scientific and technological research.

According to the Agreement, the content of cooperation includes: cooperation in the field of education and specialized human resource training; Cooperation in improving professional capacity for VATM's employees; cooperation in the field of science and technology; and cooperation in consulting and implementing investment and construction projects.

Specifically, in terms of implementing the policy of socialization in education and training, every year, VATM will accept UTC students to do internship at VATM according to UTC's proposal and VATM's actual needs. VATM will send staff to coordinate the introduction of professional fields and job opportunities at VATM to UTC students in many forms. The two sides will participate in coordinating the development of training programs and materials for students at some UTC Faculties in accordance with employment orientation at VATM.

Taking advantage of UTC's facilities, training majors and human resources to train and improve professional capacity for VATM officers and employees, UTC will receive and train undergraduate and post-graduate degrees for VATM officers and employees according to needs; At the same time, training to improve capacity in management and implementation of investment and construction projects.

The two parties agreed to coordinate research on scientific topics, specialized flight management projects using VATM's Science and Technology fund, and transfer research results for application to VATM's production and business plan. The two sides will also coordinate to research and develop basic standards for systems and technical equipment specialized in flight management to apply to VATM's production and business plans.

In particular, taking advantage of highly qualified human resources and extensive experience in the field of expertise and operations in consulting and implementing construction investment projects, UTC will provide consulting support to VATM's investment and construction projects and send experts to support, or participate in implementing VATM's investment and construction projects.

The signed agreement between VATM and UTC opens up many opportunities and prospects for cooperation between the two parties in fields related to the flight operations assurance industry. This is one of the activities showing the interest, support and close coordination between VATM and UTC, working together towards a common goal for the sustainable development of the Transport industry.
