Overview of the Commemoration Ceremony

In his commemorative speech marking the anniversary of the university’s founding, Assoc. Prof. Dr. Nguyen Van Hung – President of the University – reviewed the key milestones in the journey of building and developing the University of Transport and Communications. It has been a glorious historical path shaped by a pioneering – responsible – creative spirit, all in service of the cause of education, science and technology, and national development carried forward by generations of the university’s faculty and students.

The University of Transport and Communications, formerly the Indochinese College of Public Works, was reopened under the revolutionary government on November 15, 1945, with the mission of training cadres for the transportation, irrigation, and post and telecommunications sectors.

After the complete liberation of the North, in response to the urgent demand for high-quality human resources to serve the socialist construction and support the South during the national struggle, the university launched its first undergraduate program in 1960 with an initial intake of 117 students. On March 24, 1962, Prime Minister Pham Van Dong signed Decision No. 42/CP officially establishing the University of Transport and Communications, outlining its mission to train high-level technical personnel and conduct scientific research in the field of transport.

Throughout its development journey since then, the University has always been aligned with the tasks entrusted by the nation, demonstrating a spirit of responsibility, creativity, and constant adaptability to reality. Over 65 years of undergraduate education, the University has grown significantly in both strength and capacity, with a workforce of over 1,000 employees, including 758 lecturers (comprising 3 Professors, 100 Associate Professors, and 254 PhD holders), offering training in 34 undergraduate programs, ranging from traditional fields such as Transport Construction Engineering, Transport Economics, and Transport Mechanical Engineering to emerging strategic areas like Intelligent Transport System, High-Speed Railways, and Semiconductor Technology.

From this historic institution, over 80 thousand engineers, bachelors, masters, and thousands of doctors have studied and grown, becoming outstanding scientists, skilled engineers, and excellent managers. They have played key roles in Party and State agencies, enterprises, and institutions. They have spread the pioneering and responsible spirit of the University of Transport and Communications across the country, making worthy contributions to the continuous development of the country, especially in the field of transport.

Assoc. Prof. Dr. Nguyen Van Hung delivers the commemorative speech for the 63rd Anniversary of the University of Transport and Communications.

In his commemorative address marking the 63rd anniversary of the University of Transport and Communications, Assoc. Prof. Dr. Nguyen Van Hung emphasized that the new era of national development is placing increasingly significant responsibilities on the transport sector, the education system, and particularly on the University of Transport and Communications. With its position as a key national technical university and the country's sole key university in the field of transport, the University has clearly defined its pioneering role in implementing the the Ministry of Education and Training’s action plans in response to key directives, including Conclusion No. 91-KL/TW of the Politburo on fundamental and comprehensive reform of education and training; Resolution No. 03/NQ-CP of the Government implementing Resolution No. 57-NQ/TW on breakthrough development of science, technology, innovation, and national digital transformation; and Resolution No. 178/NQ-CP promulgating the Government's Action Program to implement Conclusion No. 49-KL/TW dated February 28, 2023, of the Politburo on the development orientation of Vietnam's railway transport to 2030, with a vision to 2045.

Concretizing the Resolutions and Policies of the Party and the Government, on September 21, 2024, the Prime Minister approved the Program for the Development of Human Resources for the Semiconductor Industry to 2030, with a vision to 2050, selecting the UTC as one of the 18 universities prioritized for budget investment to establish and upgrade semiconductor laboratories. Simultaneously, on February 27, 2025, the Prime Minister approved the Master Plan for the Network of Higher Education and Teacher Training Institutions for the period 2021 - 2030, with a vision to 2050, in which the University of Transport and Communications is identified as one of the five key national universities in engineering and technology, with training quality on par with the region.

This is a significant responsibility and also a great trust that the Party and State Leaders have placed in the faculty and students of the University of Transport and Communications.

In response to new historic missions, the University of Transport and Communications (UTC) has swiftly consolidated its internal forces, fostering unity and shared commitment. In a remarkably short time, the university has proactively mobilized resources to research, benchmark, and develop modern, globally integrated training programs inurban railways, high-speed railways, and the semiconductor industry - all of which are strategic scientific and technological fields for the nation in the new development phase.

This is a vivid demonstration of UTC's strategic vision, national responsibility, and capacity for innovation and adaptability in meeting the country's evolving development demands in the high-tech era.

Amidst a period of significant national transformation, the University of Transport and Communications - armed with the resilience and wisdom forged over decades—will continue to lead in innovation, knowledge creation, and the dissemination of science and technology not only in the transportation sector but also across various technical and scientific fields. This direction aligns with the goals for sustainable development set forth by the Party, the Government, and the People in this new historical era.

The university’s faculty and staff are determined to advance UTC as a national key university in science and engineering, and the country’s sole flagship institution in the field of transport. Looking ahead, the university aims to rank among Asia’s top 100 universities by 2030, and to become a national hub for receiving, decoding, and transferring strategic technologies in semiconductors and modern railways—thereby contributing significantly to the successful implementation of Vietnam’s socio-economic development goals in this era of national resurgence.
