University of Transport and Communications joins the INTENSE Program to advance STEM education and semiconductor talent development

On June 26, 2026, at the National Taiwan University of Science and Technology (Taiwan Tech), the University of Transport and Communications (UTC), together with several Vietnamese higher education institutions, participated in a ceremony for the exchange of Memoranda of Understanding (MoUs) under the International Industrial Talents Education Special Program (INTENSE). This meaningful initiative represents a practical step toward expanding international cooperation and developing high-quality human resources to international standards in STEM, semiconductor technology, smart manufacturing, and other strategic technology fields.

The INTENSE Program is designed to strengthen connections among universities, innovation agencies, and enterprises, thereby developing educational and training programs aligned with the practical needs of the international labor market. Under the program, the National Innovation Center (NIC) of Vietnam, in collaboration with the International Talent Circulation Base (INTACT Base), serves as a bridge connecting Vietnamese universities with universities in Taiwan, including the National Taiwan University of Science and Technology (Taiwan Tech), Lunghwa University of Science and Technology, and Kun Shan University.

The Vietnamese delegation participating in the program included representatives from several higher education institutions, namely the University of Transport and Communications, Hanoi University of Science and Technology, VNU University of Science, Ho Chi Minh City University of Technology and Education, Duy Tan University, Quy Nhon University, and University of Sciences, Hue University. The University of Transport and Communications was represented by Assoc. Prof. Dr. Nguyen Thi Tuyet Trinh, Dean of the Faculty of International Education.

In addition to the MoU exchange ceremony, Assoc. Prof. Dr. Nguyen Thi Tuyet Trinh, representing the University of Transport and Communications, presented commemorative gifts to the leaders of the three member universities of the INTACT Base. The gesture reflected UTC’s appreciation for its partners and reaffirmed the University’s commitment to building long-term, sustainable, and effective partnerships with higher education institutions in Taiwan.

The Memorandum of Understanding provides a foundation for the participating institutions to promote cooperation in education and training, scientific research, academic exchange, and industry engagement in such fields as STEM, semiconductor technology, smart manufacturing, digital communications, and financial technology. These fields are playing an increasingly important role in transforming growth models, developing the knowledge-based economy, and enhancing national competitiveness.

During the in-depth working session, the participating institutions discussed opportunities to develop English-taught programs, short-term courses, student and faculty exchange programs, joint research, thematic workshops, industry internships, and human resource development initiatives aligned with the needs of high-tech industries. For the University of Transport and Communications, this represents an important opportunity to gain access to advanced educational models and gradually develop high-quality human resource training programs that meet international standards, particularly in STEM and applied technology fields.

As part of the working visit, the delegation visited the Semiconductor Research and Manufacturing Center and modern laboratory facilities at the National Taiwan University of Science and Technology (Taiwan Tech) and Lunghwa University of Science and Technology. The delegates were introduced to the institutions’ facilities, training models integrating education, research, and industry collaboration, key research areas, and technology transfer activities in semiconductor technology and other high-tech fields.

The experience gained from the education and research models of Taiwanese universities provides valuable references for UTC in its efforts to enhance the quality of education, develop international cooperation programs, strengthen scientific research activities, and expand connections with industry. These experiences are also well aligned with the need to train engineers, specialists, and researchers with strong international competencies who can meet the development demands of Vietnam’s strategic technology sectors.

Participation in the INTENSE Program represents a concrete step in the internationalization strategy of the University of Transport and Communications. Through cooperation with universities, enterprises, and innovation organizations in Taiwan, UTC expects to expand international opportunities for study, research, and internships for its students, learners, and faculty members. At the same time, the University aims to contribute to developing high-quality human resources that meet international standards, serving Vietnam’s industrialization and modernization in the new era.

The program reaffirmed the commitment to strengthening higher education cooperation between Vietnam and Taiwan.
